What are Special Districts?
Santa Cruz County has several dozen special-purpose districts. These are independent governmental units that exist separately from general purpose local governmental units that exist separately from general purpose local governments. They have a significant level of administrative and fiscal independence often including the ability to impose taxes, assessments, and fees. These districts provide services to those living within their designated geographic area. Each district has a governing board or commission. Generally, these districts exist to match the district residents' interests with funding or services.

Fire protection and related health and safety services are provided by the City of Santa Cruz Fire Department, the City of Watsonville Fire Department, and ten fire protection districts. Santa Cruz County contracts with the California Department of Forestry Fire Protection (CDF) to provide these sergices to the reaming unincorporated areas of the county. County Service Areas 8(CSA) and (Pajar Dunes area only) partially fund these services. Since July 1, 201, fire and related services for UC Santa Cruz have been provided by the City of Santa Cruz Fire Department. Services and staffing provided vary; some districts have full time staff and some rely upon volunteers. The two city fire departments and the Aptos/La Selva, Central, and Scotts Valley Fire Districts also provide paramedic services.
