What is a JPA?
Joint Powers Authorities are associations of two or more local governments or other public entities that agree to address shared issues or opportunities. The participating government units grant a separate Board of Directors authority within prescribed limits. Unlike special districts, their powers are granted by local governments rather than the state.
Santa Cruz Regional Transportation Commission (SCCRTC)
The Santa Cruz County Regional Transportation Commission (SCCRTC) focuses on long-term sustainability regarding transportation and implements transportation projects and services. SCCRTC implements projects including enhancement projects on highways, pothole and sidewalk repair, programs for bicyclists and pedestrians, assisting stranded motorists, and other important projects that addresses transportation needs in the community.

Highway 1 Corridor Investment Program
The Santa Cruz County Regional Transportation Commission (SCCRTC), alongside CalTrans, has been focused on investing in Highway 1 between Santa Cruz and Aptos in order to reduce traffic. The proposed project would add auxiliary lanes, three bike and pedestrian bridges, ramp metering, upgraded interchanges, and a Carpool/HOV lane.
